The tribunal shall, for the purposes of the disposal of an appeal, have all the powers of a civil court of the trail of a suit under the Code of Civil Procedure, 1908 (5 of 1908) in respect of the following matters, namely:
(a) summoning and enforcing the attendance of any person and examining him on oath;
(b) repairing the discovery and production of a document;
(c) receiving evidence on affidavit;
(d) requisitioning any public record or a copy thereof from
any court or officer; and
(e) issuing commission for examination of witnesses or documents.
